The Healthcare Access Program (HCAP) works in partnership with many community organizations to assist low-income and uninsured community residents who face barriers in accessing affordable health and social services. HCAP receives external funding from Medicaid Outreach (Federal) and Dental (United Way and City of Bellevue).

Highlights
- Served a total of 17,000 clients in 2005.
- Served more than 3000 clients at the HCAP - Lake Washington Technical College clinic.
- Immunized 499 people for influenza and 473 children for various childhood vaccines.
- Bilingual Spanish outreach staff participated in 100 community venues and events, assisted 319 children on the Eastside to apply for the Children’s Medicaid and the Children’s Health Insurance Program . Also assisted 83 people in applying for the state Basic Health Plan.
- The Information and Assistance Team (social workers) provided a total 4097 calls and 418 office visits on all kinds of questions about obtaining insurance, Charity Care to accessing baby supplies to adult respite care.
